End animal overpopulation the humane way by spaying and neutering

There are millions of healthy, loveable cats and dogs that are euthenized every year in the United States. Their only crime was being born. Cat and dog overpopulation is a huge problem that has a simple solution. I believe people should be required to spay and neuter their pets just as they are required to have a rabies vaccine. If the larger cities set up clinics with vets who were employed by the city and charged a very small fee, the community would be able to spay and neuter their pets. For feral animals and those who could not afford the low price, tax dollars and donations would be used to fund them. Within a few years we would see a huge difference in the number of homeless animals.
