Having a Health Insurance Policy for People Who Don't qualify for Health Insurace

  I would like to have Congress come up for a Health Insurance Policy for people who fall through the cracks of other health programs, or can't get inusrance due to pre existing medical conditions. And to make the policy cost according to the person's salary.
