Hold all world leaders criminally responsible for crimes committed by those under their command

At present war crimes of all sorts are perpetrated by many countries, dictatorships and democracies alike. The vile, petty criminals such as Sadaam might be brought to account. The international criminals such as Reagan and Bush escape prosecution. There should be no protection of any world leaders for any reason: if a crime is committed "on their watch" they must be brought to trial.
