Did you know that the City of Winkler in Manitoba, Canada allegedly uses bait (sardines) to "attract" cats into animal traps?

How many of us can smell a bbq from far away and would like to wander over and help ourselves?

Any cat who is on it's owner's property who is in the vicinity of the prevailing wind can smell sardines, and by instinct wander over to the trap. Fence or no fence.

The feline sense of smell is 14 times greater than than of humans.

In my opinion I feel this is a form of "entrapment" and I am starting a petition to get the City of Winkler to stop this practice!

XI Teasing, Enticing Prohibited 

Any person found guilty of teasing, enticing, baiting or throwing objects at a dog or cat confined within its owners property shall be guilty of an offence and liable for prosecution or breach of this by-law.

Our nations capital, Ottawa, has a Catch & Release Program at Parliament Hill, where feral cats are spayed or neutered and released back into their area. This really helps to keep down the rat/mouse population without using chemicals. See the pictures below.

Subject: "Baiting Petition".

Message: "I am willfully joining a petition to get the City of Winkler to stop allegedly using strong odor bait to attract pets into their traps. I feel this is a form of entrapment which can cause our animals undue stress which may affect the health and well-being of our pets. I feel a low odor option is the best approach in combination with a Feral Catch & Release Program like the City of Winnipeg has in partnership with the Humane Society. I also request that Sections "XVII Liability" and "XVI Authorization" of the City of Winkler Animal Control By-Law be removed."

1. No liability for allegedly killing or injuring an animal during the course of it's apprehension or impoundment.

XVII Liability 

No liability shall attach to the Animal Control Officer, the Poundkeeper, the Council and/or the City in carrying out their respective duties under this By-law. Without limiting the generality of the foregoing, no liability shall attach to the Animal Control Officer, the Poundkeeper, the Council and/or the City for any animal humanely euthanized, sold or otherwise disposed of pursuant to the provisions of this By-Law or killed or injured during the course of its apprehension or impoundment.

2. This allegedly gives the Police and/or Licensed Veterinary Surgeon the freedom to kill any animal at any time.

XVI Authorization 

The City Police and/or Licensed Veterinary Surgeon shall be empowered, in their absolute discretion singly or together, to discharge any gun, firearm, pellet gun, or other compressed air propellant, as the case may be, in the course of their duties of enforcing this or any other section of this by-law.
