Hillsboro Should Join Cities for Climate Protection

The city of Hillsboro, Oregon, should take up a more active role in the struggle to stop global warming, and the petition below was created to provide a way for Hillboro residents to voice their concerns about this issue.  An effort to have Hillsboro form a compreshensive greenhouse gas-reduction plan began in spring, 2005, when Hillsboro was urged to join Cities for Climate Protection (CCP)--the mission of which is stated in the petition body below.  However, as the fight against global warming continues, hundreds of cities are going even farther than seeking CCP membership.  Mayors truly committed to reducing greenhouse emissions have signed the Mayors Climate Protection Agreement, pledging to make theirs a "Cool City" by cutting its greenhouse emissions to 7% below 1990 levels by the year 2012.  As of July 24th, 2006, Hillsboro citizens signing this petition may ask that Hillsboro not only join CCP, but that it become a Cool City.  Petition-signers are strongly encouraged to ask Mayor Tom Hughes to take this step.



We, the undersigned, request that the city of Hillsboro, Oregon, become a member of Cities for Climate Protection (CCP).  CCP, an international organization composed of local governments, provides elected officials from cities and counties worldwide with the opportunity to help combat global warming on a local scale.


CCP has no strict standards for member governments; participants must set some goal for reducing greenhouse emissions, but they may decide for themselves how high a goal to set.  The main purposes of CCP are to provide a framework that will help keep members focused on their goals, to provide advice and assistance, and to create national and international networks of local governments that can accomplish more than would be possible by working independently.  CCP’s growing membership sends a powerful message to state and national government, showing that mayors and city councilors consider climate change important.  Over 160 U.S. cities and counties have joined CCP; the solidarity of opinion they show toward global warming sends a much stronger message to higher governments than could be accomplished by working in isolation.


As Hillsboro citizens concerned about environmental and economic consequences of global warming, we believe our city should do all in its power to become an active participant in the fight against human-induced climate change.  We are proud of the work Hillsboro has already done; this includes installation of the city’s well-developed public transit system, as well as use of energy efficient technology in the Hillsboro Civic Center.  We feel these actions demonstrate the City Council’s commitment to issues relating to climate change, but we also believe that more is required.  CCP membership is free, and most member cities handle CCP projects with existing staff.  Joining CCP will be a realistic way to show ordinary citizens, as well as state and federal agencies, that Hillsboro is prepared to take a public stand against global warming.
