Changing Virginia Daycare regulations regarding Cloth Diapers

STANDARDS FOR LICENSED CHILD DAY CENTERS   22 VAC 15-30-10 et seq.    
5. Disposable diapers shall be used unless the child's skin reacts adversely to  disposable diapers. 
We would like to change this wording to allow parents to chose to use cloth diapers even if their child does not have an adverse reaction to disposable diapers.
Current daycare standards in Virginia require that your child have an adverse reaction to disposable diapers before they can use cloth diapers in a daycare environment.  This regulation needs to change.
