Create a registry for known animal abusers

In CNY there was a poor dog, named Apollo, who was left out in the cold. There were no charges brought up against the criminal. If there was a registry for known animal abusers then maybe, just maybe we could simmer down the abuse that these animals face. These animals could be your pet or a friends pet one day. Lets save their lives. We know that animals can not talk, however, we know that they are in pain. Lets be their voice and save their lives.
