As it stands the COE system is effectively controlled by the dealers. When a car is to be purchased, the dealer put up a combine price of car coe. It is unconscionable as why should the dealers be the one dictating the price of coes.

It always said that the car buyer can bid for their own coe. The fact is that when the buyer goes to the dealer with the coe of his own, the car price is invaribly higher, so effectively this is anti-competitive strategy utilized by dealers to ensure that they control the coe prices.

This may be why that when recently the cat A coe went down, it is because the dealers already have fore-knowledge that LTA will spread the reduction of coe over 3 years.Why cant it be made mandatory that individuals bid for their own coe? Can't the individual decide how much he wants to bid instead of being force by the dealers to proxy bid for them? Its not that the individual doesnt want to bid for their own coe but the current regime of packaging the car with coe by the dealer  and pricing their cars w/o coe higher, effectively means the dealer controls the coe pricing instead of the buyers.
