Endorse Spay/Neuter in Romania

Dear Mayors of Romanian Cities,
We, the citizens of the world, request that your cities endorse and promote humane sterilization of the animals as opposed to killing them.   Culling does not work, as you have witnessed, but sterilization of the animals does!
