Help make animal cruelty a felony in Arkansas.

Arkansas is one of 6 states in which animal cruelty is not a felony...IT SHOULD BE!  The maximum penalty for animal cruelty in Arkansas is a fine, counseling, and MAYBE 1 year in jail.  That isn't good enough.  Anyone who can abuse an innocent, helpless animal is sick and deserves the maximum punishment possible.  Please help me make this happen!
