
Dear concerned and conscientious citizens and residents of Canada,
Did you know that in Canada it is not a crime to harass or stalk individuals through e-mail, social-networking sites or blogs, such as Facebook, MySpace or Twitter?
We need protection from malicious attempts to abuse these privileged internet-based resources! We all have the right to a harassment free environment at work, home and online. Current harassment laws in Canada need to accommodate this new form of criminal activity in the twenty first century.
This petition is part of a wider research portfolio to investigate the extent of Internet-based crime. It will be submitted to the current British Columbia Minister of Public Safety, Kash Heed, the Canadian Minister of Public Safety, Peter Van Loan, MP Dr. Keith Martin and MLA Lana Popham, in an effort to inform them and protect the Canadian public.

We, the undersigned residents and citizens of Canada, draw the attention of the Minister and Solicitor General to the following:
Many Canadians are being harassed or stalked through Internet resources due to outdated legislation in the current Criminal Code of Canada.
Today any Canadian with access to the Internet is subject to Internet harassment without any legal recourse in the judicial system to protect their rights and freedoms to live in a harassment free environment.
Across the country, Police forces list that the number one concern among Canadians is addressing, reporting and protecting themselves against Cyber-Crime.
In addition, according to Statistics Canada, Catalogue no.85-558-XIE, Cyber-crime is one of the most under-reported forms of criminal behavior due to the lack of resources in both reporting and investigation. Police forces are thoroughly unable to measure or regulate such offenses thus making it easily dismissible as an offense in the judicial system.
THEREFORE, we call upon the Minister and Solicitor General to take immediate action to propose amendments to the Criminal Code of Canada to include Internet harassment and Cyber-stalking to protect Canadians in the twenty-first century.

Under the Criminal Code of Canada, the only criminal offenses that address cyber-stalking or harassment charges are from section 342.1 which states unauthorized use of a computer and subsection 430 1.1, mischief in relation to data. Both offenses are easily dismissible in the judicial system due to a lack of a formal definition.
