Make a Law Against Puppy Mills

In every state in the United States of America, there are these so called "farmers."  They take in a couple of male dogs, and an unbelievable amount of female dogs.  The dogs are kept in terrible conditions, while they are pregnant or about to become pregnant.  The cages are to small, just stacked on top of each other so the dogs are standing on cage tops, even chicken wire.  Then, the puppies are taken away while they are too young.  Then the dogs just breed again and again, until they are too old.  Then they are just put on the street or even put down.  Please help the create laws in every state to stop these terrible places.
