Mandatory Bus Aid for Special needs Children and Adults

I Joel Kogen Requested the Federal and State Government to
have Mandatory Aid my also be know as bus Monitors on all 
transportation Vehicle Carry specail need Children and Adults. 
Do to the current Danager  the Children are Face with Autism on the Bus issuess ( for Ex in IL  their was an incident with Septran Last school yr
and this yr i think the bus company was First Student. 
Both of the Children has Autism. 

Most School Dist will Refuse Aids on the Bus  they want their student to be    Independent.

Safety should be the #1  issues with all School Dist not
Independent 

this is in the Best interested of the person with Special needs
