Redefine Madoff victims' losses

To whom it may concern: SEC, SIPC and Mr Picard should be made to define a Madoff victim's loss as follows:  Add to the final balance shown on Madoff's statement of December 31, 2002 any deposits made after that date and subtract therefrom any withdrawals made after that date.
