The authorities disregard

Local authorities are aware of these two young children and the abuse and maltreatment towards them - for several years now.
Many people have been trying to help these children, but the local child welfare doesn't reply in any notification made of them. Nothing happens. The abuse towards them is harsh and very clear. The living conditions of these children are also poor and unsatisfactory for their daily needs. They are living practically alone without a caring elder on their side.
The local police was also informed several times about the maltreatment and batteries towards these children, but all of those preliminary investigations have since then ended up to a conclusion: there is no abuse.
The police haven't have debriefed the children themselves (now over 12 years both of them) . Neither have it heard the people who asked to start the investigation. It has debriefed the abuser.
The matter always comes back with the conclusion no abuse signed up by the local chief policeman.
Last time he announced that the case is closed, and there is no more you can do.
But the abuse, maltreatment and mugging goes on. Children themselves cry for help, but the local authorities don't want to listen to them.
