Working with PETA in South Florida

Imagine a helpless cat that is an indoor/outdoor pet his life depends on his or her owner. There is a Serial Cat Killer, the police are telling the cat owners do not let your cat outside, keep your cat indoors yet the owners ignore the warnings from the police over and over again. There cat was found mutilated these cat owners should be subject to arrest. It is not acceptable there is deliberate neglect or malice in the owners part. We need to ensure that the owner will be responsiable as much as the killer of these cats. We need to protect these cats domestically if there owners will not.
