No dog should live on a chain! Don't let dogs continue to be neglected and ignored.

Dogs are pack animals. They need to be with their pack, whether it's people or dogs. They shouldn't be left outside, all alone, in any kind of weather to be ignored and neglected. Many of them end up breaking out, running off and into possible danger, life traffic. Dogs are NOT lawn ornaments! Some states have stepped up and passed a law against chaining dogs and leaving them unattended. It's time for Pennsylvania to step up!
