why no cat licence ? Make cat owners responsible !

Cats in Bermuda are too easy to To acquire and are getting left behind when people leave the island when they’re here for a short term or on a work permit .
It is not just visitors that dump cats .
This could be averted or lessened by making it law to have a cat licence just like dogs have to have ,having to register and pay for a licence must be some deterant to leaving a cat behind when It’s time to leave or move house . There are feeding stations for hundreds of cats done by local volenteers but the problem would be less so if a licence had to be paid for and paperwork done I feel.
