President Biden: Please rebuild the Arecibo Radio Telescope

Mr. President:
I would urge you to appropriate money to start rebuilding the Arecibo radio telescope in Puerto Rico. Before it collapsed, it did some amazing science and now that it is gone, we have lost one of our most effective radio astronomy tools.
I realize you may not be able to appropriate the whole amount at one go, however you can start the ball rolling by appropriating money to NSF and NASA to start the process of rebuilding the telescope.
