Need Law To Mandate Councling For Animal Abusers!

I believe that Abusers of Animal, should have to go to mandatory councling,. This is after fines and jail time! I also believe they should be mandated to do volunteer work in Humane Societies, Shelters, and other Rescue Organizations! I believe they should NOT be allowed to own another pet and also should be labled in thier neighborhood as an abuser, as a Child Molesters are! We need to do more! I can't do this alone but as group we can change laws and make laws! These petions I have created will be brought to the Highest forms of Government! Please Help Make A Difference! Iam Persistant and will Not give up the fight! Thank You!
