I'm in the process of adopting an adult dog who has had a horrible short life of confinement, starvation, and neglect. Many people wouldn't take a chance on an unpredictable shelter dog. Understandably so. But some will. And I am one. But I believe that some things are absolutely intolerable and inexcusable. Background checks for animal cruelty for anyone trying to adopt any pet. FELONY CHARGES FOR THESE OFFENDERS AND NO ALLOWANCE FOR HABITATION WITH ANY ANIMAL. EVER.
