petition to stop price gouging at Value Village

A company that doesn't spend money on product, except Halloween costumes, shouldn't be charging retail prices for second hand items. I'm sure most of the people that give to them don't realize the prices they're charging. Who determines what should be charged? I asked and they said they have pricing guidelines. So what guidelines determine that free items should cost as much and in some cases more than the original retail price?
I'm petitioning that people stop supporting Value Village by not donating nor shopping there until they come up with a more fair pricing schedule.
