Empower the Speaker of the House

Demand that the Speaker be given the authority to rule a question to be specific and to the point. Conversely have the authority to demand the answers to deal with the specific question clearly. Failure to question or answer a question will result in disqualification resulting in written questions to a point and specific answers the the point of the question. Failure to do so will result in House suspension until those situations are addressed as determined by the Speaker of the House!
