On December 15, 2025, a devastating event occurred in Katy, Texas, where three dogs attacked and killed a 62-year-old man, Chhay Leang, at the Mason Creek Hike and Bike Trail. Witnesses at the scene were quick to respond, but tragically, the incident proved fatal. One of the dogs, frightened and confused, fled into a drain pipe and was immediately killed. The other two dogs remain in quarantine and face execution on Christmas. While the death of Mr. Leang is undeniably tragic, these dogs should not bear the punishment for the irresponsibility of their guardian.
No one can doubt the gravity of the situation, as two lives were lost, and the community of Katy feels this loss profoundly. However, executing these dogs fails to address the issue at its root: irresponsible pet ownership. These animals acted out of instinct and lacked the necessary guidance and control from their owner, who must be held accountable. Rather than resorting to execution, we propose that the surviving dogs be rehabilitated and sent to a sanctuary, where they can live out their lives peacefully.
Sanctuaries have the resources and expertise to manage animals that have been involved in attacks, providing them with the training and care they need. In Texas and across the United States, there are numerous sanctuaries dedicated to giving these animals a second chance at life. By relocating the dogs instead, we take a step toward addressing the true problem: lack of responsibility by pet owners, who need to be educated on the severe consequences of negligence.
We urge the Harris County authorities to consider this proposal and ensure that the dogs are not wrongfully punished for actions where they are not at fault. By sparing these dogs, we affirm the value of every life and commit to fostering a society that seeks justice for all, not just humans but animals too.
