Premier Denis Napthine says that he loves wind turbines, and he recently went to the launch of the Macarthur wind farm -- the biggest wind farm in the southern hemisphere. However, he says that new laws that limit where wind farms can be constructed will remain the same.
The laws say that construction can be banned around certain towns and areas, and that households can stop the construction of wind farms if they are within two kilometers of their homes. Because of these laws, Victoria's wind energy is being negatively impacted.
And in reality, the Macarthur wind farm that Napthine loves so much would have either been stopped or made at a smaller size under these laws.

These laws get in the way of wind energy by banning wind energy around certain sites, cities, and areas, and allowing households to ban them if they are within two kilometers of their property. Under these laws, the Macarthur wind farm would have probably been downsized or not made at all.
