You need a good level of intelligence to own a dog.
Perception is key in the barrier of thought between human and animal.
The inability to recognize something that is suffering comes back to ones cognitive functions.

The animal abuse rate is far too high in New Zealand and petitions are being rejected by the dozens. A solution would be having people with a minimum average IQ to own a permit for a creature as needy as a dog.
