Change the status of Military dogs from listed as equipment, to soldier and NO DOGS left BEHIND

As equipment these dogs can be left behind, Troops and citizens have to pay out of pocket to bring them home. As equipment they are only allowed food and water, medical if serving. They saves lives and should be treated with respect, and care. I saw a solider come home in a casket, draped with a flag and the dog in a box behind him. Dogs that work fork the military are NOT EQUIPMENT! Let us change this
