Demand for fixed penalty money to be 100% donated to charity

It is getting to easy for police to give out fixed penalty notices... Imagine how important it would be to them if the money required was given to charity! It is doubtful that the police would be so quick to fund thousands of pounds for traffic enforcement but budget cuts for bobbys on the beat! Whats more important!?
