Colorado is the only state in the union that doesn't allow residents to collect rainwater for gardening and other outdoor uses. The state's ability to balance the water needs of agriculture, industry, residential use, and the environment requires a fine balancing act, and HB16-1005 would help relieve the pressure on the state's water supply by allowing residents to collect up to 110 gallons of rainwater harvested from their roofs.
