Demand for change on seat belt law on school transport

To ensure that every vehicle used to transport our children is fitted with seat belts. Currently legislation allows for vehicles without seat belts to transport our children and only legislates that children aged 14+ wear them in vehicles that have them fitted. In Wales this is already in place, Scotland are already in consultation, this law should apply to the UK, why is Westminster driving the need to lobby parliament separately?
