I. Allotment of Personal Identity Nos. (PID) to all individuals of India. Identification and registration of each and every individual of this nation making their identity available through internet
II. Correct identification of each and every vehicle and making these identities easily available to all through internet / intranet.
III. Removing corruptions from traffic police on highways and cities through exclusive use of "Automatic speed cameras" and "Traffic Watch Camera",
IV.Merging police inspection spots with Toll Tax plazas and using CC TV and traffic watch cameras at toll tax gates.
V.Making provisions for compulsory identity checks at all hotels/guesthouses through internet use and use of PID nos. allotted to all citizens and persons of our nations.
VI. Properly defining various alerts -e.g. Alert, High Alert, Red Alert etc. and sharing these information with peoples.
VII. Modernizing communication system of police and other security agencies.
I Identification of each and every citizen and individual of this nation and allotment of unique citizen numbers or Personal Identity number to each and every citizen and individuals can be carried out within one year.-(Total Implementation Period) After such procedure a multipurpose electronic identity card (Smart Card) may be issued to all person (and citizens) of the nation. A chip may be included in the M.LD. Cards (Multipurpose LD. Card). In that M.LD. Card -Full name, Father's Name, Mother Name, Names of his her family and their relationships, original native place, and tehsil, district of original native place; present full address, present phone -no, mobile number or PP number; photograph of individual Finger¬prints of all ten fingers; other biometric identity signs:-Names and Valuations of his all properties; his /her full details of education; monthly/yearly income (approximate); number and names of all vehicles registered in his /her name; whether he/she has a own house or not; whether he/she is been charged in any FIR registered lll1der I.P C. If yes, his remarks/clarifications -regarding this; personal remarks about him/her (may be hidden in Govt. records) as assessed by Govt. employee. For a while~ one might think that so much details of more than 100 crore people may not be feasible. This is totally wrong. It is my guarantee; I repeat my 10OO/ci guarantee that above information's of almost 1000/ci of people can be gathered usually within one week; maximally within one month! The whole project of allotting PLD. Number and issuing cards to all people of this Country plus uploading this whole information on internet! intranet can be completed within one year! That is my guarantee! I am ready to full punishment if I fail in implementing it., provided full power are delegated. All we need to do is all Government employees; (Including employees of state govt./Centra lGovt.-/All PSUS/Semi-Govt. bodies /Public Sector Banks
etc. have to spare minimum 3hous after office hours just or one week for the sake of security of the nation.
As we know;
We have about 1 crore government employees; (Including employees of state govt. / Central GOvt. / All PSUS / Semi-Goy!. bodies / Public Sector Banks etc. and we haye population of about 100 crores! So each Govt. employee needs to collect information of about 50 families staying around him/her. He/should be held responsible for any wrong information, which will be counter signed by Govt. officer concerned. So we will get very credible and independent information's. So we will get very credible and independent information%u2019s.
I think, all govt. employees must be more than happy to spare that much time for the security of the nation and for security of his/her family.
After Allotment of MID cards, there will be no need to have PAN Cards, license cards, voter cards, I.D. Cards; etc. It will replace all other cards. Following are great benefits of issuing multipurpose ID cards and uploading the information's on internet/intranet.
1.
Greatly strengthened National Security.
As all 100crore individual of this nation, are identified (including their total bio data) and given a unique PI.D. numbers, it is easy availability on internet. After that if any criminal; any suspected militants, terrorists, foreign national also gave migrated illegally, can easily be identified and can be arrested immediately. We will be able to prevent lacs of illegal immigrants every year.
If any suspected person travels to any city and when he/she tries to check in a hotel or guest house; the manager of the hotel/guest house or private house owner, will ask PID number and cross check it by internet / intranet about credentials of that person! If he/she is found to be speaking lie; Hotel management will inform the police (because-such rules are to be formed by govt. So it makes mandatory for any owner to identify a guest and then if suspicion arises, must inform police or concerned authority.
A Govt. employee; who is constantly monitoring activities of 50 families, around him; will peep close watch on these families, Govt. employee will be responsible for constantly updating information's of all individuals but also gathers information regarding any suspected or anti¬national or any other criminal activity going on in these families.
In this way terrorists and anti-national activities can be reduced by more than 900AJ. That's may guarantee!

Crime rate in society can be reduced by 70%.
Majority of crime happens just because we do not have any proper tool to identify people around us. So criminal mix-up amongst common people. People can not remain cautious. Criminals habituated to do business cheatings, forgery, fraud, stealing, robberies; mix-up easily in society when they go to a new place, and whenever they get opportunity; They commit serious crimes.
After allotting MCD cards and PID numbers ; past records of all individuals of the country. Is easily available on internet; so nobody can hide his/her past records /history sheet! So they will not have any option but to behave properly;
Even if they perform crime they will be immediately caught because prior to the crime, he/she
has been identified by the victim.
Even if accused runs away after committing crime ;no sooner police registers afresh FIR; it
will immediately appear on internet (which will have photographs & all biometric
identification marks on internet with his PID numbers). So he will immediately be caught when
he goes to a hotel or guesthouse.
Even if he stays in any relatives home; Govts "vigilance camera" in form of a govt. employee
(keeping watch on so families) will catch him l Nobody will be ready to give shelter to any
accused!
According to my estimates; today thousands of criminals and "wanted people" are wondering
free in forms of beggars, sadhus, fakirs, unknown people in cities and remote villages. All of
them will be caught immediately and they all will be brought to the justice very soon.

Strengthening of citizen security and VIP security:-today credentials of housing house¬hold servants; security-person of society; personal staff of the Business money govt. Officials; staff of Political Leaders; are not accurately known to citizens. We are depending on information%u2019s provided by person concerned. There's no independent source of information at present After implementation of above action plan; citizens can easily check credentials of their personal staff and establish their full Identity and than recruit them, so crimes can be reduced to a minimal level.
(4) Securing important organizations of Nation will be easy. Recruitment in any - Navy, Air force, C.R.PF., Police, and Security Force, CISF, IB, RAW govt employees of Air Port Security staff, Atomic plants; is at present, not completely free from danger of spying! Sometimes Anti-National persons are recruited in these organizations and they sometimes are successful in getting very sensitive information of National Interests and National security. This happens because we do not have any credible and independent source of information regarding their personal credential.
That will also solve problem off take vehicles' Because owner will immediately contact police for necessary action. Govt can easily earn crores of rupees everyday just from these "Cameras" towards breaking
Now after implementing above action plan; we will easily identify such people and filter suspected individuals; so our vital organizations remain safe and secured.

Identification of vehicles and making all information of vehicle registration available on internet is very important because it is observed that stolen vehicles; vehicles with fake number plates are import and tools to do bomb-blasts'.
After FIR. Is registered; if any stolen vehicle appears at Toll-Tax gates or any other place, it will be immediately caught; because even if they tries to change number-plate; he will be soon caught Red-handed because details (of owner, his/her phone number, etc.) of new fake number vehicles! information will not match with the original. In suspected case, Chassis Number of Machine etc. can also be checked, which will be easily available to people on intranet. So all stolen and fake vehicles, which are freely moving at present, can be caught soon!
III.
Speed Camera, CCIV and "watch cameras" at all toll tax beOtl15 will be able to catch any fake vehicles and their drivers and other people sitting inside.
IV:
It is important to remove corruptions in police and specially traffic-police for controlling terrorism. For this; traffic-police must be 100% stripped off from powers to punish citizen by charging fees on breaking of traffic-rules. There should be such policy that no traffic¬ policemen can stop any vehicle for breaking traffic-rules. Police cannot stop vehicle except in suspicion of a criminal or terrorism. That also preferably at toll-tax booths.
Instead of policemen trying to maintain traffic-discipline amongst people; we should introduce so called "speed cameras". Which are present in developed countries.
At ignorant cross-roods, we must put such "traffic-watch cameras" who will record number ¬plates and drivers of all vehicles. At evening; few people will seat at traffic-police office, and tlrrough Internet; he will immediately send punishment bills (of fine- Challan) for breaking traffic rules to owners of all vehicle caught in camera.
traffic-rules because 'Automatic traffic watch -cameras" can not be bribed! (widely prevalent in our country!)
IV.
Clearly defining security terms "Alert", "High Alert", "Red Alert" etc and deciding protocols
for all these and giving it wide publicity. At present people don't know what is meaning of Alert? High Alert? Red Alert? etc. Most of the policemen also don't know!
We don't know whether it is clearly defined or not! What's the protocol to be followed in case of any emergency? We don't know! So these terms must be defined very precisely. Exact protocols to be decided about actions to be taken All these intonations must be shared with the people, e.g. In spite of having High Alert, at Ahmedabad, before Bomb blast of 26/7/08; concerned police officers had not issued any instructions to check public places and important places coming under that police stations, for any unidentified or suspected vehicles, suspected persons or vehicles with Explosives!
Even after Bomb-blast at 6:30 PM; Nothing was checked! and Bombs went on exploding/ Last blast was reported at 9:30 PM./ Until it appeared on T. v., even policemen did not know/ Police could not do anything at all even after 3 hours to prevent further blasts! This reflects our very very rudimentary and un-scientific, old approach to the very modem sophisticated, Terrorism in our country! Our communication system (in security Agencies) takes hours together when it needs to be communicated within seconds!
After clearly defining protocols of alert, High Alert, Red Alerts etc. If a particular police officer of a policemen has not acted in time, he must immediately be dismissed from govt. service .If no "punitive action " is taken, no system in world can work!
VI.
Updating and privatizing "communication -system" of police and all security establishment! We must do privatization of a separate (linked to general communication system)
communication system of police and all security Agencies. The news and the instructions thereafter must reach to each and every policemen by 3M3 within I-minutes! (lv1aximum).
There must be a "direct communicating link" to all policemen of the state with Director general of police, Chief Minister/Prime Minister in case of emergency, fixed protocols for all police staff including constables, Head constable, and officers of all ranks must be prescribed for ever (Which can be changes in case of need).
Detailed instruction and refreshed information must be sent by 3M3 within 1 min. to all policemen by concerned and co-ordination officers.
VII.
By change or law; making modern technological electronic surveillance, electronic objective evidences and modern technological tools as official proof, in court of law. These tools are even more reliable than a human witness,

Registration of all Foreign National, who come to India at Airport only, and allotting them a separate PID. numbers and uploading that in daily on Interact.
In short, we need to change our mindset and update our approach-keeping pace with modem
technology. We must be believe in using modern Technology at its utmost capacity.
In past we had lost war against foreign invaders just because of poor technology and "blind
faith".We don't want to repeat that mistake. So I appeal to all support me in my endeavor to use
modern technology in securing the great Nation "Bharat"
