Immediately Stop Allowing Anyone To Use Medicare Who Has Not Paid Into FICA

After working years and paying into FICA (Medicare), because of the abuses retired people on a fixed income are required to pay even more to receive what they have already paid for! I propose that they end allowing those who have not paid into FICA to receive any coverage. I also propose ending charging retired individuals on a limited income from having to pay for Medicare!
I also would like to see the stop of the practice of allowing young individuals without a visual handicap from receiving Social Security without a medical stay to determine if they really are handicapped!
