Magnolia subdivision wants to abolish the current HOA

Its come to our attention that this HOA isn't doing/supplying what we all were told it would when buying property in the area.
There is no club house/community play area, there is noone maintaining areas not owned yet and here isn't Adequate street lighting.
We as a neighborhood are paying $22 a month which is for the most part only covering trash pickup yet we still are being charge by our bi-county for solid waste and recycling.
We as a community have decided this HOA isn't serving our needs and wish to abolish this HOA.
