
Every year in the United States, approximately 1,000 to 1,300 people die at the hands of law enforcement. Many involve armed threats where officers risk their lives, and we honor the majority who serve with courage and integrity. However, too many cases involve unarmed individuals, people in mental health crises, or non-violent suspects shot due to poor de-escalation, over-aggression, or split-second errors. Tragedies like George Floyd suffocating under an officer's knee, Breonna Taylor shot in her bed, Philando Castile killed while reaching for his wallet, or 12-year-old Tamir Rice shot within seconds highlight a pattern that destroys trust.
Officers have tools like tasers, pepper spray, batons, and training to de-escalate. Their duty is to protect life, not end it unnecessarily. Yet qualified immunity, internal investigations, and the blue wall of silence often prevent accountability.
We propose an Independent Police Accountability Authority (IPAA) in every major jurisdiction. This civilian-led body will have targeted powers to investigate and hold officers accountable for excessive force and unjustified shootings.The IPAA will consist of qualified civilians including former prosecutors, judges, civil rights experts, mental health professionals, and retired officers from other areas. Members serve fixed terms and answer to a transparent, bipartisan board selected through public input and legislative vetting to ensure independence.
IPAA investigators will have subpoena power, record access, and authority to arrest implicated officers in clear cases of misconduct, but only against police. They will not patrol streets or arrest civilians. All fatal or serious injury incidents trigger mandatory independent reviews with public reporting.
This body will recommend binding policy changes, retraining, and decertification where needed. It pairs with reforms like limiting qualified immunity for clear violations, mandatory de-escalation training, body camera transparency, and federal grants tied to compliance.
Due process protections for officers, clear legal standards based on Supreme Court precedents, independent audits, and pilot programs will prevent abuse. This is not anti-police. It is pro-accountability to reduce tragic deaths, improve training, deter misconduct, and strengthen public safety by restoring trust in law enforcements.
We urge Congress and state legislatures to enact this framework. Accountability for those who enforce the law saves lives on both sides.
