Make it a felony in Michigan to leave a dog out in the cold.

Dogs are being tethered outside in the freezing temperatures with no shelter, food, or water. I can understand that people have to work, and can't leave their dogs in all day. However, having a pet comes with the responsibility of caring for that pet. Older dogs can't handle the cold, and all dogs deserve shelter, and compassion. Dogs are literally freezing to the ground, or worse, freezing to death. Please help me stop this form of animal abuse in Michigan.
