Petitioners for petitioning rights

I am a petitioner and have been since 2013 every since we got ethics Commission on the ballot for the city of Tallahassee Florida why do I get told that I'm soliciting is a privately owned place that welcomes the public if you welcome public don't you welcome public issues I'm just tired of being called a solicitor I would rather be called a political canvasser or a petitioner
