Low Income and Impoverished residents are inadequately represented on the Governing Board

SEACAC, is setup under the Economic Opportunity Act. To plan, execute and coordinate programs and projects which will tend to alleviate and/or eliminate poverty within ASHLEY, BRADLEY, CHICOT, DESHA, DREW COUNTIES. of Southeast Arkansas. SEACAC and it's Governing Board have practice tactics over the years to erode representation of the poor which is supposed to be by regulations 1/3 of the total Board representation. The Board practices Technics of handpicking members that only align with the consensus of Governing Board's ideas and to benefit the employees of SEACAC... Failing to recognize emphasis is to focus on the Low Income and poor in these counties. Board members have been illegally place on the Board, SEACAC representatives have misguided and mislead the intentions and information that have been advertised and used. SEACAC over the past 10 years have lost programs that would greatly help the low income and poor in these areas. Such as Weatherization, Single Parent Scholarship, Emergency Food and Shelter and the agency wants to cut USDA Commodities hand outs. The Head Start Program is under attack with competition from York Williams and CB King Programs in the service area.
