Non documented Manager(s) for Propertie Owner(s)

To address non documented employee/manager legal rights to proform manageral duties, at a propertie owners request. Without following state and county business licensing requirements, for hiring a person as a agent/employee/manager,or complete controler of propertie fuctions.  As research show that sacramento county alone as well over a 30% of propertie owners have non documented person possing as a agent/manager/employee working for his or her propertie(s), violating the civil  rights of other tentants, by entering thier dwellings illlegally, inquiring the tentants personal rental obligation, financial obligation under the contact discuued by owner and new tenant agreement,ect. This actions can not continue from propertie owner(s) who are flying under the raidar tipical Sum Lords.
