Stop Bullying outside of School(in our neighborhoods)

my son was born with a cleft lip and palate and he has been picked on teased etc since he has been in school, he has been bullied by this 1 kid for the past 5 or more years and it has now came to the kid beating up my 12 yr old 74b son and this kid is double my sons size he is 12 @ 156lbs he picked my son up by the collar and body slammed him causing his face to hit the ground so now the plastic surgery that has been done for the cleft is messed up he has a marble size bubble in his nose the bully kicked my son in the stomach and chest, I had to take my son to the ER thank god nothing was broke, I called 911 made a report telling them I demanded to press charges on this bully all this happen on Tues Aug 25, 2009 and on Fri Aug 28 the cops finally arrested the kid and turned right around and released him to his mother this kid is still makeing threats to my son and now the mother is riding by my house and were finding screws in my driveway, the cops said because this did not happen at school they had to release him to his mother, I want to do anything and everything I can to get a law on Bullying to stop outside of school, there are laws here in Ga on Bullying in school but since that has been passed kids know there being watching and Bullying in school has been cut by 70% so now there takeing it out of school and bringing to out in the community and neighborhood and it has to stop, can you please help me.
