Curb Global Warming - End the use of Coal - Rebuild Communities

We need to curb global worming before it is too late. We must act now!
I propose adding up to a dollar each month to every electricity bill in the U.S. and using this money to close every coal burning electricity generating plant and investing in the coal mining communities. Diversifying their economies and training the people for an economy that doesn't revolve around coal.
