Outlaw "Card-eating" Automated Teller machines, make online transactions require pins.

Is there really a good reason why an ATM needs to hold on to one's card? I've heard from people I know (and it happened to me once) that they have left their card in the reader, (the kind that pulls the card in) and left it there out of forgetfullness after the card was dispensed. My bank's ATM does not use such a slot, you slide it through and the card never leaves your hand. So when I had to use one from a different bank, I don't have it in habit to check to see if the card's in my hand, it dispensed my card and I walked away. I am far from the only person this happened to, and obviously it isn't necessary or my bank's ATMs would be that way. These ATMs are a menace to society and must be shut down permanently.

In addition, to counteract online purchasing fraud, pins should be required along with the CVC and card number, in case someon'es card is stolen.
