Safe children on the streets

Children in the City of Frederick play in alleyways and main thoroughfares often unsupervised by adults. Children and vehicles have had close encounters as drivers attempt to exit their driveways and children cross not appreciating the grave risk they pose to themselves. An ordinance that prohibits street play when cars are required to have their headlights on would increase the safety of all involved and ensure that children can play when it is safe to do so.

To Whom It May Concern
The City of Frederick is home to families of all types and sizes. We share love and concern for the children in our beautiful city. With the growth in the youth population and the increase in housing within the City, a number of children play unsupervised on the streets and alleyways of our beautiful city. While outside play is a healthy developmental activity, doing it unsupervised after dark poses significant risks to the children of our community. 
It is because of that concern that we ask that the City of Frederick restrict the hours in which children may play on streets and alleways to those times in which cars can drive without using headlights. This will ensure that children enjoy the benefit of outside play but reduce significantly their risk of injury or death.
