Demand that this man pay for his actions!!!

A man abused a puppy 4 years ago and there have been no consequences for his actions. I confronted him about this and he told me that what he did to the puppy was right and that's how you train a dog he shoved the puppy's face into the ground. I want justice for this puppy the puppy is fine now and he lives with me but I don't want this to happen to any other dogs or puppies. I don't want him to be allowed to own a dog I want him to get consequences for his actions and to know that what he did isnt ok and that you cant just
forgive and forget and move on .
