Let jaguars be free!

In Yucatan, Mexico there is the second largest population of jaguars in the world, but the president wants to build a train that would destroy their habitat and many of them would die. They are an endangered specie, a solution may be to build bridges that go over the rails but as in Mexico there is not any bridge like that, so it would be very difficult to do that without any help of engineers and architects that really know about the subject. But I think this wouldn't be an effective solution because they will destroy their home and many of them will die of hunger.
