school zone structure

Elike Paso Independent School District (episd) has direct control of all school zone lights. Unless episd received notification 3 weeks in advance they will refuse to turn the lights on identifying an active school zone. Causing unnecessary risks on student's wellbeing and safety.
This petition is to remove access from episd control on all school zones and apply the ability for school executives (principles and administrative staff) the ability to control when the lights are on or off directly, or to establish permanent school zones for "when children are present."
