Urge Sullivan and Knox county in Indiana to start a low pay vaccination, spay and neuter program

There are so many stray dogs and cats in Sullivan and Knox county in Indiana that are dying and continue to reproduce. We need help to gather up, Vaccinate, and de-sex these strays, There are plenty of good people who want to help, but they just do not have the funds to pay at high cost Veterinary practices.
