Make ORVs/ATVs street legal in livingston county Mi

Why aren't Atvs street legal in michigan? Because of safety? I dont find my safety being threatened being on an atv on cement vs dirt. It comes down to the person riding it ,same thing with cars. You get a license for it and then you're able to drive on the road. You want a motorcycle you have to take a seperate test to prove you can drive that, so i dont see why we cant do the same for ATVs. Have some sort of either driving test or online course or something that allows you to drive your ATV (preferably sport) thats is fast enough to drive on roads without disrupting traffic.
