request the U.S. GOVERNMENT to show how patent 6,470, 214 works-radio frequency hearing affect- mind

The U.S. GOVERNMENT, is  using mind control weapons on innocent human beings, in the U.S. and around the world, PATENT 6, 470, 214, is mind control weapon , that emmits a' MASER'(MICRO -WAVE- LASER), that is being transmitted from a sattelite! I propose that the US congress do an investigation into a frequency that I have recorded on a frequency locater, the us government justifies this as doing experiments on human beings with out there informed consent?
