Police are here to serve and protect and should be identifiable and not in hiding while patrolling the streets. If someone needs assistance, having a marked patrol car is easier to spot than an unmarked one. Criminals can easily get their hands on police uniforms and unmarked cruisers for their own gain. Having all cars/trucks/suvs marked will heighten safety with both the citizen and the officer.
