Approve Over-the-Counter sale of Rapid HIV-Tests

HIV-testing rates in the US remain stagnant, and the current testing system can be intrusive, not readily available, and unnecessarily costly.  Research clearly indicates that people want the option of self-testing, including some of the highest-risk people who have never been tested.  In addition, in places where people are turned away from testing because they are not "high-risk", and for people who desire regular testing, self-testing is a far more affordable and accessible option.  FDA has all the data it needs to approve self-testing.  It is time to ask them to make this a priority so grassroots community groups and individuals that have been sidelined can get busy.  
We the undersigned ask you to make it a priority to review the materials submitted to you for review regarding over-the-counter sales of rapid HIV-tests.  Research indicates that people want the option and can use it well, and this option can remove many of the barriers to testing that currently exist.  There are many people in communities who are ready to help end the HIV/AIDS pandemic, and self-testing can be a game-changer.  We know that it is important to review the efficacy of the tests, but we also know that these are the same tests that are administered in clinics, and we stand ready to be a part of a healthy community that can and will use these tests responsibly and with compassion.  Thank you for taking the time to read this, and for all you do on behalf of public health.
